Starting in July all districts, other than the GNA program, will be conducting timber sale bid openings online and in-person. The online platform will be hosted through Microsoft Teams, see link below. There will also be a call-in bid opening (located at the bottom of the Teams link). This will not replace in person bid openings at the district office.
Coho Salmon Settlement, Revisions to the Forest Practices Act and Draft Habitat Conservation Plan
A complaint filed by the Center for Biological Diversity, pertaining to coho salmon on the Tillamook and Clatsop State Forests, has been dismissed and a settlement was reached. At the same time, Forest Practices Rules have been revised and are in the process of being implemented. State Forests are also pursuing a Habitat Conservation Plan (HCP) and Incidental Take Permit (ITP) for certain covered species.
Until issuance of an Incidental Take Permit by NOAA Fisheries, future timber sales identified in the FY 2024 Annual Operations Plans (AOP) and through FY 2028 AOPs, will be subject to the Settlement of the Coho salmon lawsuit. Upon issuance of an ITP associated with the state lands HCP, the Department and timber sale bidders (and subcontractors) will become subject to terms and conditions of that federal authorization.
What does this mean for you? – New state timber sales will have added encumbrances. FY21-FY23 timber sales must conform with revised Forest Practices Regulations. This means harvestable acres may be removed from units planned for operation. And also, any downed timber that has not been yarded may need to remain as large downed woody debris. FY24 sales and beyond will be laid out to conform with the Coho Settlement and Draft HCP Prescriptions. ODF will submit a stewardship agreement to comply with new Forest Practices Regulations and draft HCP prescriptions.
