Impacts are due to inflationary crude oil prices, new OPEC crude supply limits, harsh government regulation, and disputes between out-of-state petroleum refiners and Oregon Department of Environmental Quality (DEQ). Oregon customarily has the top-5 highest gas prices in the nation, due to fuel taxes, regulation, and lacking refinery access.
